Avaya IP Office 10.x Shortcodes issue

Hello Friends,
We have deployed an Avaya IP Office 10.x. We wish to use a special code as below and the call should work
*64(any six digit no.)9(an 10 - 15 digit number)
*64 (xxxxxx) 9 (N)

We are not able to figure out the correct shortcode. Please can someone assist on the same

It would be clearer if you better described what you want the users to dial and then what gets dialed out by the system and why?
