Session Manager 7 and VMware tools

we just deployed a new ova for Session Manager 7.0.1.1 (SM-7.0.1.1.701159-aws-01) in vCenter 5.5.0 build 4180647

VMware tools is supposed to be preinstalled, however it is not running, without root access is there a way to get this process running?

tried updating tools which is not recommended but it never installed, I've also blown the vm away and started over several times, and the VMware tools never starts, everything else seems to be running/synching etc,

I'm running SM 7.0.1.2 on AVP 7.0.1 and vSphere reports tools as running but out-of-date.
