Fax out on PRI doesn't send DTMF through short code or ARS

Trunk type: PRI
When trying to send LD faxes out over PRI, with LD code defined in the ARS's Telephone number field [1NY000000], the IPO doesn't send the LD code as DTMF even though the call proceeding message is received from the telco end. After 10-15 seconds of wait the telco plays the message that 'the ID and password is incorrect' even though the IPO didn't sent anything.
Tried using different special characters in the ARS i.e. D Y P ,
But nothing seems to be working in this case
