CLAN reaching max registration

Hello All.
Our 46xx settings file directs phones to register to CLANs Network Region 2. If those CLANs reach max number of phone registrations will CM reject new ones? We have CLANs in other NRs available. Will CM send new registration requests to those CLANs in other region instead of rejecting them?

Answer found.

I already see the answer to my question. We have now exceeded the 400 socket limit and CM does not deny or use another NR. It just keeps adding to the existing CLANs in the NR. We are 467/400 and 468/400. Time to add another CLAN.
