Is Signaling going out Cos 4?

Q on signaling: We had a CoS 4 data storm at an that saturated MPLS circuit. Audio on calls was not affected, but state change/key presses became very sluggish. I had local IT contact check values on sets to confirm they were correct and they show both Signaling and Audio set to 46 as per 242 SSON. This was uniform on all inbound outbound calls, whether from public ISDN-PRIs, internasl or between offices. PBX is CM 7.1.3 and sets are H.323 running FW 6.7104.
Is there a setting on the core that controls or overrides these values and possibly has signaling going out unmarked?

IP endpoints and H.248 gateways use the QoS values assigned to their network region. Look at the 802.1P settings on the NR. This is layer 2 CoS.

Endpoints can also receive QoS settings via DHCP. Check your option 242 scopes.
