New install of Aura messaging integration working fine and all else seems good. MWI is not working and i don't really see any place to test this or restart it.
you can refer to our aura messeging document library to find how to test MWI.
the path to tes MWI is Messaging -> Diagnostics -> Diagnostics (Application) and then you can select MWI from dropdown list to test your MWI.
I agree it's probably a routing issue in the way Session Manager is administered. A traceSM from the Session Manager may help you understand what is happening. From Aura Messaging if you run the Administration - Messaging - Logs - Collect System Log Files, once you pull that you can review the MWI.log (from the first application server added to the site) and you will see outbound MWI activity logged there as well.
