IP office automatically dials the last number from contact/ call log when user lift the headset / press the speaker button before choosing any number

How can i disable the automatically dial feature when lift the headset

Adding a NoUser Source Number: TUI:NO_AUTO_OFFHOOK_CALL
This is a system wide setting.
