Ring in noise on all lines

Help please! We have a partner plus w/(2) 206 modules and a 4.0 processor. When talking on any line if we recieve an incoming call you hear an obnoxious ring sound. It is also heard by your caller. We have checked the phone lines in and have reset the box. It would seem unlikely to be a 206 seeing as all lines have the problem. Is it our Processor module?
