IP Office SIP Trunks - 180 Ringing

Hi Guys, Does anyone know if the IP Office when using SIP trunks simulates the Ring back Alert tone, I can dial numbers at random, the ITSP send me the 180 signal but sometimes the trunk just stays in Seized mode until the Side B Answers. Other times I get the exact same 180 - Ringing Signal and the Trunk will go into alerting mode with the ring back tone playing.

Any help would be appreciated.

I did not find a solution, the problem went away. Well it just came back. Any help would be much appreciated.
