Sadly, if you do not have IPOSS then you will need to get your upgrade done in the tradition way!

Yes, the license will need to be on the system, prior to upgrading.
If you upgrade without the license on the system, the upgrade will render the system inoperable until you put the license on, or downgrade to a release that you ARE licensed for.

Upgrade to IPO R9
In order to upgrade to Release 9, it is necessary to obtain the Upgrade License beforehand.
