    There is a problem: the voice fails when calling from SIP provider on.
    IPO shows the problem: CMMap: Mapper::AllocateCodec unable to allocate resource

    License there.
    How can I show that occupy resources? and to release them?
    How do I resolve this problem?

    Do you have SIP trunk licenses? Do you have VCM's?

      Your first action should be to run the IP Office System Status Application. It will show you various alarms including whether the system ran out of VCM channels. If you have it running at the time of the call you can also look at the call details.

      You say the call fails when from the provider. What happens on calls to the provider?

      As the previous replay said, for an IP500/IP500 V2 system the system must have a VCM card of some kind (either a dedicated VCM card or a Combo card).
