I need to restrict long distance calls for one user. I have searched but have not been able to find the procedure to do this. I am using IP Office R8 Manager, if you could point me to a link or list the steps I would really appreciate it.

Its pretty easy, the only variation will depend on what dialing prefixes indicate a long distance call where you are.
The simplest way is to add user short codes in that user's settings. For example, if in your location to make a long distance call you always dial 901xxxxxxxxx, to the users settings add a short code like:
- Code: 901
- Feature: Barred (or Busy, depend what version you are running)
- leave the rest at their defaults.
Now when the user dials anything starting 901xxxxxxxx the call is blocked.
Most important is to think about all the other numbers they might dial to get long distance and also whether you want to include international.
There are variants.
1) You might want to do it as User Rights that you can then apply to any users who you don't want making long distance calls.
2) If your system uses a 9 prefix that then routes calls to ARS, you might want to copy the create a new ARS with the same settings as the existing one except the short codes for long distance. Then for the user, instead of the example above, add a user short code that routes anything they dial begining with 9 to the new ARS.
Another variant if you have Voicemail Pro is to route matching calls to a custom module that tells the user the call is barred.
