Call barring

I manage an IP office 500 v2, version 8.1 (67). I currently have one phone that, by design, doesnt have buttons, to prevent dialing out. My issue, I need to put a speakerphone at that location and maintain the "can not make any calls, internal or external" rule. I have the "outgoing call bar" set and is working to prevent external calling. How do I program the system to disable it from also making internal calls?

For the phone's associated user you could try creating a ?D short code set to the function Dial and the users own extension number. Not pretty.

Prettier if you have Voicemail Pro is routing the short code to a callflow that tells them they're not allowed to make calls and then disconnects the call.
