    Edit ARS .

    On Menu ARS ,
    Code N; (instead of 9N
    Feature Dial
    Telephone number N

    That is it .

You would also need to edit the 9N system short code that send calls prefix with 9 to the ARS in the first place.

Not needing a prefix is the standard outside north america. So using IP Office Manager create an offline configuration with the locale set to "United Kingdom" and then study the difference in system and ARS short codes. In those systems the 9N/Dial/N/ARS:50 system short code is replaced by the ?/Dial/./ARS:50 system short code.
