Discover means that the phone can not see the Call server. They might ask for an extension fine, and authenticate, but if they can not route to teh call server, you get discover.

Are the phones on the same subnet as the IPO? If so, is there a route built? if not, build one.

If a working phone suddenly goes into discovery mode then the keepalive packets from the gatekeeper aka IP Office are not confirmed by the phone and then the Gatekeeper discard the phone and it gets unregistered and the phone goes in discovery mode.
This can happen due to a switch overload/failure, a dual IP Address in the same subnet, a bad CAT 5 cable and other network related issues which blocks the UDP Keepalive packets or ACKs.
