Fax can send out but not receive

Hello,
I have an fax machine is able to send fax out but not able to receive.
This is an POTS setup with IP office manager 9.0. I have the fax connected to the analog port on the combo card port 7 with extension 323. I then created an user associated with the extension. I then set the analogue trunk line # 9 (the fax #) to a separate id group "1" for both incoming and outgoing. I then created an new incoming call route for fax number directed to that fax user with the group id of 1 and new ARS.

When I tried dialing that fax number, it goes to voicemail after 25 seconds. Does anyone might have any ideals?

Uncheck the box for Voicemail on, your fax machine is probably set to delayed ring and the VM answers before the machine does. Check the number of rings before your fax answers, it doesn't need to be set to anything other than 1 ring.
