Block Outgoing Number Prefix list

Using IP Office V8

I need to block outgoing calls to a list of number prefixes, ie 07404*, 07408*, 0752*, 076* etc. I have a list of about 100 different prefixes.

Is there a way to list all the prefixes in one list and block them?

Which list is smaller, the list of numbers to allow, or the list to block?

remember that you can block 07N, which would block everything a user dialed that began with 07....
Then you can allow 074XXN, which would allow all 07400-07499....

the best way would be to do this in an ARS table. No easy way to do so, just alot of repetitive typing each short code in.
