IPO External Only Calling w/o "9"

I've looked around and haven't seen a post that addresses my question, hopefully it isn't something so basic I should've figured it out--if so, sorry.

I've setup IPO 5v2 (v9.1.7) at a client. Like most places, extensions have to dial 9 to get an outside line. They have a PRI and the majority of their handsets are 9611g's. Their IPO has 2 analog station ports that will connect to a fax machine and a Pitney Bowes postage machine. They'd like to have it set so these 2 lines (ext 207 & 208) don't have to dial 9, they're just outside lines. They're also thinking about setting up a couple of guest phones that also just connect to the outside.

What's the best way of exempting the analog lines and any future H323 lines from dialing 9? Something in ARS? For some reason I'm just not seeing it. Thanks for any help.

For the Fax machines - on the User form, go to the Short Codes tab, add

    Code: N
    Feature: Dial
    Telephone Number: N
    Line Group ID: 50: Main

If you are in the US, you can eliminate dialing 9 from regular telephone sets by following a few rules

Since telephone numbers never begin with 10 or 11, make your extension numbers 100~119 or 1000~1199 (Valid telephone numbers start with 1-2XX-NXX-XXXX through 1-9XX-NXX-XXXX)

Make short codes on the users (via User Rights) of
    XXXXXXX / Dial / N / ARS <--covers 7 digit local calls
    1XXXXXXXXXX / Dial / 1N / ARS <-- covers 1+10 digit long distance
    911 / Dial Emergency / 911 / ARS <-- emergency
    0 / Dial / 0 / ARS <-- operator
    011N / Dial / 011N / ARS <-- international
    411 / Dial / 411 / ARS <-- information
    611 / Dial / 611 / ARS <-- repair service

Set your Dial Delay Time to 3 seconds, your Dial Delay Count to 3 or 4 (depending on extension length)

    ARS is
    911 / 911 / Dial Emergency / Line Group
    N / N / Dial 3K1 / Line Group
