IPO 9 / Default display language for the phones !!

Hi friends,
I have a problem and i need ur help ..

I have IPO 9 and working fine but i have only one issue .. the customer asking to change the display language of phones 9608 to be Arabic not English ..

1- i tried to change it from the phone setting > display > language ..... and Arabic working fine but if the phone or IPO device restart the language return again to the default which is English .. i need to make Arabic is the default language .

2- tried to change IPO system local language to arabic but still english is the language of the phones.

3- tried to change the extension local language IPO to arabic but still english is the language of the phones.

I need to know the right steps to make Arabic is default language for phones .. and if phone or IPO device restarted .. still Arabic is the default language for phones ..

User Locale will only set this:

Locale Default = Blank (Use system locale) Configures the language used for voicemail prompts played to the user, assuming the language is available on the voicemail server. See Supported Country and Locale Settings. On a digital extension it also controls the display language used for messages from the system. Note however that some phones have their own menu options for the selected language for the phone menus.

Check handset has latest firmware and you are running latest SP for R9
