My customer would like to bar calls to approximately 400 numbers for agents in the call center only (existing clients and DNC requests). I think we can do this by creating short codes in the Agent User Rights. How many short codes am i limited to per user rights profile?

In theory no limit beyond total configuration size, but having several 100 possible short-codes to match against every time you make an external call will impact the speed of making calls as the system will wait until it has enough dialed digits to determine that there is no match to a barred number before it proceeds to actually seizing a line for a call.
