IPO Server License Error

In IP Office Server Edition R9.1 with One Primary Server and 7 Expansion IPO 500V2 server. I loaded 6 PLDS server edition license and 2 ADI server edition license. I get Insufficient Server Edition License error.

If i disconnect two Expansion Server (IPO 500V2) it's working. Whether combination of ADI and PLDS license causes the problem, please advise.

Or how to troubleshoot a this problem. License mode is nodal license.

ADI shouldn't be the issue here but i suggest you change the 2 ADI to PDLS the see if the error goes
