IP Office Select Server Edition 9N routing

I have a system that I have been trying to get restrictions working. ARS is not the easiest to work with server edition. I am running IP Office v10.0.0.4.1 build 1

Primary Server - IP phones programmed
    * Have users that will have restrictions from local - instate LD - National - International
    * Have users that will display different outbound caller ID's, and group of phones that have the same outbound presentation.

Secondary Server - no phones programmed

Gateway 1 - Digital & analog users, has SIP and PRI circuit
    * Have users that will have restrictions from local - instate LD - National - International
    * Have users that will display different outbound caller ID's, and group of phones that have the same outbound presentation.

    Gateway 2 - Digital & analog users
    * Have users that will have restrictions from local - instate LD - National - International
    * Have users that will display different outbound caller ID's, and group of phones that have the same outbound presentation.

    Gateway 3 - Digital & analog users
    * Have users that will have restrictions from local - instate LD - National - International
    * Have users that will display different outbound caller ID's, and group of phones that have the same outbound presentation.

Is there a best way to program the restrictions? I have tried different ways of programming to achieve but failing. When I have a phone programmed to do only local calls along with toll free, the phone is still able to call long distance. Thanks.

Please disregard, I have figured out to do this.
After putting the short codes for all toll free numbers, my last entry was 91XXXXXXXXXX - Barred and the long distance call was blocked.
This is all programming done on the user level. If you have one that maybe easier, I would like to know. Thanks.
