Swap the extension numbers in Manager. Once you merge, in SSA the Extension Numbers will change, but the Current Users will not. Now physically go to each phone and dial *36. When you do it on the first phone, it will show the new extension number, but also show "No User". When you dial *36 at the 2nd phone, it will release the User, which will pop up on the 1st phone and the 2nd phone will take on its proper User.
