upgrading fromR9.1.0 to R11

i was doing an upgrade from R9.1.0 to R11 and when i try to installl de xml license i receive this message and i can't install the license.
"HTTP REQUEST FAILED: 401 UNAUTHORIZED"

Are you using Web Manager? Is it successful with Manager?

Hi i am using manager and is not succesful. Also i try with a diferent laptop conected directly to the LAN port but is the same.

Check Manager -> security settings -> service users -> Administrator -> Rights group -> Business partner.
