What chance is there that a language filter could be added to the Documents & Downloads section so that results can be browsed excluding all of the content duplicated in the many, many "other" languages?

You've been receiving that feedback for several years now. Something a bit more solid than the standard response is needed, otherwise that response is of no value and looks simply like an excuse.
Whilst the recent changes are appreciated they are very minor. Sort by relevance has no meaning. Sort by date gives some consistency.
Group by document type would be a lot more useful. Also group and/or filter by language.
These are all things that the support site DID DO before the redesign.Comment
