Soft "HOLD" button missing

We have recently updated our firmware files to ha96xxu100_3.195_S.bin and hb96xxua3_11.bin. We have 9640G and 9611G phones that do not show a "HOLD" button when a person is in a call now.

Phones that have not been updated with the new firmware still have the "HOLD" button.

I have thought that going back to the old firmware would help but I really don't want to go backwards.

Any suggestions on how to get the "HOLD" button back would be greatly appreciated.

On page 127 in the manual " “Active with a talk path” call state, the softkeys for Hold, Conference, and Transfer are dedicated to those functions and cannot be displaced by an administrable feature button".

What happened to the soft key if the softkey for hold is not there and I am not assigning any softkeys in the 46xxsettings.txt file?
