There is 2 Different types of SoftConsole for Avaya CM and IP Office:

FOR COMMUNICATION MANAGER:

FOR IP OFFICE 9.1:

Softconsole is available from a separate download link on support.avaya.com. Do not use the Softconsole from the User CD in IP Office 9.1.

FOR IP OFFICE 9.0 or before:

Download the USER CD for the version of IP office you need
For example, for IP Office 9.0.2, you can doawload the USER CD from here: https://support.avaya.com/downloads/download-details.action?contentId=C20143261318518120_7&productId=P0160&releaseId=9.0.x

SOFTCONSOLE is available from the User CD ZIP file in the "sc" folder, as in this screen shot:
