In case of the 1608 IP phone it turned out that 46xxsettings.txt had “## SET PROCPSWD 572958” entry. Since the line is commented out this parameter did not take effect, also "572958" is the access code instead of the default "CRAFT". It is also important that this parameter for 16xx H.323 R1.0 and later (default is null ("") prior to R1.3.3, and must contain at least 4 digits for R1.3.3 and later)
In case of the 4602SW+ it turned out the customer was not aware of the correct way to access the phone settings. In the 46xxsettings.txt file "SET PROCPSWD 572958" is given, so the correct way to access the phone parameters is MUTE/HOLD+572958+<CODE>.
