Details

 1616 phone, need to dial multiple time to make call success.
CM 6.3 patch 21591

Problem Clarification

Sometimes calls made on Avaya CM to Nortel CS PBX gets busy tone

Cause

Getting Release Completed message for the outgoing SETUP message. Issue is outside of Avaya CM

Solution

Ask Nortel expert to investigate the Nortel side PBX
