Cause

"per button ring control " parameter was set to N on station and "incoming Destination" was configured to some different extension on the trunk.

Solution

changed 'per button ring control' parameter to yes on change station page 2 and reboot the phones.

Remove the "Incoming Destination" configured on trunk.

After making these changes phones started ringing on incoming calls from outside.
