The requested information can be found in the Feature Description and Implementation for Avaya Communication Manager document, under Announcement chapter, in the “Announcement file format requirements” section (https://downloads.avaya.com/css/P8/documents/100089836)

Regarding how to upload the announcement (including MOH), VAL Manager can be used (documentation: https://downloads.avaya.com/elmodocs2/intmgmt/r5_1/14-300613_5.pdf) Also the previous document can be followed to know how to add an announcement from the SAT interface, then how to upload it to the VAL board via FTP. It is all documented under the Announcement chapter.
